Abstract

The management of technological changes poses the problem that companies do not appropriate the benefits of technology due to its dynamics, the absence of technical capabilities of the companies, and the absence of knowledge absorption capabilities, which means that methodological processes are required for the management of this type of change. The objective of this research is to offer recommendations for change management to the State to achieve a quick and effective transition to the use of technological tools. To this end, a bibliographic review of the implementation of electronic invoicing (EF) in Colombia was carried out. A survey was designed based on change management tools, reviewed by a group of experts, and applied. The results showed that there are weaknesses in the dimensions of communication and enabling action. There is agreement between the authors who have written about the implementation of EF and the results of the survey. It is concluded that change management tools are a great help for organizations to adapt more quickly to outgoing regulations, especially those involving technological change.
